Haynes: Joel Freeland Doesn't Expect Blazers to Extend Qualifying Offer

The Cleveland Plain Dealer's Chris Haynes reports that Freeland does not expect to receive a qualifying offer from Portland, which would make him an unrestricted free agent this summer.
